What is the difference between search engine optimization and conversion optimization? Which one should a business that is just starting out focus on first? Or should I consider doing both?

Conversion optimization means doing everything you can to ensure that visitors will “convert”, as far as layout, usability, offers, calls to action etc. whereas SEO is to help them find you in the first place. Yes you should be doing both.
